Our Story
People. Purpose. Proven Impact.
Health Readiness Resources (HRR) is a clinician-led, Woman-Owned Small Business delivering evidence-based medical and behavioral health care, workforce solutions, program management, and healthcare consulting. We support individuals, organizations, and government partners nationwide and overseas.
Built from frontline experience in federal health programs, HRR brings clinical expertise and operational discipline together. Our focus is not only access to care—it is whether people are getting better, and whether programs are making a measurable difference.

Care that supports lifelong growth
We are dedicated to empowering the individuals we serve to do more than just get better—to build lasting wellbeing and a lifelong commitment to personal, physical, spiritual, and emotional growth.

Our Leadership Team
Clinician-led expertise. Federal program experience. A shared commitment to measurable outcomes.

Crystal A. Smith, IBHC, MFLC, LCSW
Co-Founder, Chief Clinical Officer, and President of Government Services
Crystal is a Licensed Clinical Social Worker, Integrated Behavioral Health Consultant, and healthcare executive with more than 20 years of experience in behavioral health, integrated care, virtual health, and federal healthcare operations. Licensed in over 40 states and territories, she supports military-connected populations, children, schools, health systems, and underserved communities nationwide and OCONUS.
Her work spans clinical operations, quality assurance, HIPAA compliance, and program design, including the Reserve Health Readiness Program (RHRP) and Military & Family Life Counseling (MFLC). As a former behavioral health accreditation surveyor, she brings a national perspective on accreditation and program integrity—and an outcomes-focused approach that asks whether care is improving lives.
“I’ve sat on the survey side of the table. Compliance and quality are both necessary, but they are not the same thing—and only one of them changes outcomes for the individuals we serve.”

Lisa M. Wilkinson, MA, MFLC, LMFT
Co-Founder and President of Business Development
Lisa is a Licensed Marriage and Family Therapist, AAMFT Approved Supervisor, and behavioral health executive. Her career bridges direct clinical practice and executive-level program management, with expertise in military and family services, school-based and youth populations, trauma-focused care, and integrated behavioral health.
Lisa leads the design, capture, and execution of federal behavioral health programs, including RHRP-3 and MFLC portfolios. She directs proposal development, contract negotiations, and oversight of federal requirements across multi-state and OCONUS delivery. Her experience as a former behavioral health accreditation surveyor informs her commitment to clinical excellence, accreditation readiness, and program integrity.
“Behavioral health programs are most effective when clinical rigor, federal accountability, and human dignity are designed in from the start.”

Health Readiness Resources Foundation
HRRF expands access to behavioral health resources through education, outreach, and community partnerships. Its school-based, non-medical counseling initiative focuses on equitable support for Black and brown children—helping address both over- and under-diagnosis and connecting young people with support before a crisis.
